following a survey of 23 countries in different continents. The Employment Outlook survey covered 45,000 employers. Overall, it reported that employers in nine or 23 countries and territories were expected to add to their workforces in the first quarter of 2006. On the other hand, it also said that 11 of the 23 countries and territories reported weaker employment prospects compared to the same period in 2005.
The strongest hiring expectations were reported by employers in India, New Zealand, Taiwan, the United States and Australia. In contrast, employers in 14 countries, mostly in Europe, reported weaker employment prospects. The weakest hiring prospects were reported by employers in Germany, Austria and Italy.
In Austria, employers reported a negative Net Employment Outlook (NEO) for the first time since the first quarter of 2004, while employers in Italy have not been this pessimistic since the survey started in that country in the third quarter of 2003. The study conducted over 11,000 interviews across 12 European labor markets to measure anticipated employment trends for the first quarter of 2006.
The survey revealed continued buoyant hiring activity in the USA and Canada.
Meanwhile, in Asia Pacific, employment prospects were positive in all countries that were covered by the survey, which included interviews with 3,000 employers in the region.

While the national debate over illegal immigration plays out in Arizona, lawyers across the country are still waiting and watching for a federal appeals court decision on a lower court ruling that invalidated Hazleton’s immigration law.
Today is the third anniversary of the ruling by U.S. District Judge James M. Munley that grabbed national attention in finding the southern Luzerne County city’s immigration law was unconstitutional.
Lawyers in the case say they have no idea when the 3rd U.S. Circuit Court of Appeals will rule.
The case grew out of Hazleton Mayor Lou Barletta’s attempt to clamp down on illegal immigration through a city ordinance that punished landlords who rented to aliens or business that employed them.
The ordinance ignited a firestorm of opposition from the Latino community and a legal challenge from The American Civil Liberties Union and others that landed Hazleton in federal court.
Months after a nine-day trial, Munley struck down the city’s Illegal Immigration Relief Act in a 206-page opinion.
“Whatever frustrations … the city of Hazleton may feel about the current state of federal immigration enforcement, the nature of the political system in the United States prohibits the city from enacting ordinances that disrupt a carefully drawn federal statutory scheme,” Judge Munley wrote.

To make matters worse, I took too much time to finish and it should have been done in a third of the time (especially given that I was charging a fairly high rate).
I wasn?t given much of a notice, but I had been terminated from the project and had been told to submit my hours and I would be paid for the time worked. I never heard from them again nor received the payment I was told I would get. Worse yet, I never had seen this employer face to face and I was working thousands of miles from where they were based.
Eventually I decided I would just move on since I couldn?t afford the time to keep fighting for a payment I might never see.
